Dr. Stefania Lotito Fedele

Dr. Stefania Lotito Fedele is a Senior Associate at NOEMA Global Tax and Policy, where she leads the VAT and other Indirect Taxes department. She brings over a decade of international experience in indirect taxation, spanning private practice, policy advisory, and academic research roles across Italy, Belgium, US, Luxembourg, and the Netherlands.

Her expertise covers the full spectrum of indirect taxes, including VAT, customs duties, excise duties, and environmental taxes. She has deep technical and policy insight into EU legislative developments such as the VAT in the Digital Age (ViDA) package, the EU customs reform, and the Green and Environmental Taxes. Her holistic approach combines legal precision with a strategic, business-oriented mindset, enabling her to help clients navigate the complexities of EU and cross-border tax frameworks with clarity and confidence.

Stefania’s international career includes roles as an Indirect Tax Specialist at the International Bureau of Fiscal Documentation (IBFD) in Amsterdam, Indirect Tax Lawyer in Luxembourg, Blue Book Trainee at the European Commission (DG TAXUD – VAT team), and Indirect Tax Policy Advisor at the Italian Bar Delegation in Brussels, where she also served as Delegate to the United Nations Headquarters in New York. She is an Attorney at Law admitted in Italy since 2017.

She holds a PhD and Doctor Europaeus in European Tax Law from a joint programme between the University of Bari and the Université Catholique de Louvain. Alongside her advisory work, she is a Research Associate at the Université Catholique de Louvain (Belgium) and lectures on VAT at Bocconi University (Italy). Her academic work has been published in leading international tax law journals and textbooks.
